The one premium published on the same basis for every state is KFF’s benchmark Silver: the second-lowest-cost Silver plan for a 40-year-old, the plan the premium tax credit is measured against and the price paid in full above the credit line. For 2027 it runs from $491 a month in Maryland to $1,190 in Wyoming across the 31 states on this site; the U.S. average is $704. Below the credit line (400% of the poverty line, $63,840 for one person in 2027) the credit absorbs most of the difference between states; above it, the whole gap is the buyer’s. The table ranks all 31, then explains what moves a real premium away from the state figure.
Premiums are set county by county, so a state average tells you very little. Enter your ZIP and a licensed agent will send you the plans filed where you live.

“I run my own business and my time is valuable. Daniel handled everything — compared the private options, explained what I was actually getting, and had me covered fast. Way better experience than trying to navigate it myself.”

Benchmark: KFF’s 2027 average benchmark premium (the second-lowest-cost Silver plan for a 40-year-old, weighted by plan selections); the U.S. average is $704. Insurers: every company selling marketplace plans somewhere in the state for 2027, from the CMS Plan Year 2027 landscape file for HealthCare.gov states and the state marketplace’s own list elsewhere. 2027 change: the average rate change before any credit, final in 31 of the 31 states and still the requested figure in 0 (status and sources, state by state). Checked November 7, 2026. Full-price rates, not a quote or an offer of coverage.
A premium is the monthly price of the plan before anyone uses it. It does not include the deductible, the copays or the out-of-pocket maximum, and a cheap premium often sits on a high deductible. The figures here are full filed rates before any premium tax credit; the price after the credit depends on household income and size, which is why the same plan can cost one neighbour $40 a month and another the full $1,190.
