Average 2027 individual health insurance rate increases in 23 states, ranked: Oklahoma 21.6% down to Arkansas 6.0%. Who pays the full increase and who doesn’t.

Insurers in all 23 states I’m licensed in have filed their 2027 prices for individual health plans. The average increase runs from 21.6% in Oklahoma down to 6.0% in Arkansas. The middle of the 23 is 15.3% (Florida), and 12 of the 23 are above 15%. Nationally, KFF puts the median proposed increase at about 15%.

These are average changes in the full price, before any premium tax credit, taken from each state’s rate filings as compiled by ACASignups. Most are still requested rates, which regulators can cut before Open Enrollment opens on November 1, 2026.

Who actually pays these increases

If you get a premium tax credit, the credit is tied to the second-lowest-cost Silver plan in your area. When that plan’s price goes up, your credit usually goes up with it, so the change you see can be far smaller than the headline. It can also be bigger: if your own plan rose faster than that benchmark plan, you pay the difference.

If your household income is above 400% of the federal poverty level, you get no credit in 2027, because the enhanced credits that removed that limit expired at the end of 2025. You pay the whole increase. On a plan that costs $700 a month today, a 20% rise is $140 a month, or $1,680 over the year.

If you’re self-employed, the credit is based on the net income you expect in 2027, not what you made this year. A good year and a slow year can land on opposite sides of that 400% line, so it’s worth working out before you pick a plan.
