Short answer: a health plan from another state does not move with you. A move to Virginia opens a Special Enrollment Period: in most cases you have 60 days from the move to pick a Virginia plan on Virginia’s Insurance Marketplace, as long as you had health coverage for at least one day in the 60 days before the move. Pick by the last day of a month and the plan starts on the 1st of the next. As a state-run marketplace, Virginia’s Insurance Marketplace may also let you pick a plan up to 60 days before the move.
About 265,444 people moved to Virginia from another state in 2024, and about 72,599 came from abroad, by the Census Bureau’s estimate. The biggest sources, with each state’s 2027 benchmark Silver price for a 40-year-old next to Virginia’s $549:
| Moving from | People, 2024 | Their 2027 benchmark | Virginia compared |
|---|---|---|---|
| Maryland | 25,183 ±4,200 | $491 | +12% |
| Florida | 24,818 ±3,909 | $738 | −26% |
| North Carolina | 22,757 ±3,383 | $660 | −17% |
| California | 20,180 ±4,162 | $655 | −16% |

| Texas | 15,476 ±4,016 | $737 | −26% |
Federal rules let a state-run marketplace open the moving window up to 60 days before the move; if Virginia’s Insurance Marketplace does, a plan picked on or before move day starts the first of the next month.
A new Virginia ZIP code is the qualifying event. You need health coverage for at least one day in the 60 days before the move, unless you are moving from another country or a U.S. territory.
A plan picked by the last day of a month starts on the 1st of the next, so picking in the move month keeps the gap short.
New plan first, old plan second, the order HealthCare.gov gives, so there is no day without coverage.
After that, the next chance is Open Enrollment or another life event. If Virginia’s Insurance Marketplace asks for documents, send them by its deadline; HealthCare.gov allows 30 days after picking a plan.
Virginia sells its plans through Virginia’s Insurance Marketplace. Open Enrollment for 2027 coverage runs November 1, 2026 to January 29, 2027; a plan picked by December 15 starts January 1. Outside those dates, the move is what lets you in.
Virginia moved from HealthCare.gov to its own marketplace, Virginia’s Insurance Marketplace, in 2024, and its Open Enrollment runs two weeks longer than HealthCare.gov’s, to January 29, 2027. The average approved 2027 increase is 16.9%.

Anthem’s lowest 2027 prices for a 40-year-old, a month, before any tax credit; Anthem is one of several insurers there.
Prices change street to street with the rating area, so the ZIP you are moving to decides the real number.
Below the line ($63,840 for one person, $132,000 for a family of four for 2027 coverage), the benchmark Silver costs the same share of income in every state, and the credit makes up the difference. Above it, Virginia’s full price is the price: $549 a month for the benchmark Silver at 40, $6,588 a year. That is the moment to price a private plan as well; it can start the first of any month, so there is no window to miss.
Age 40 in Virginia, before health questions. The private plan covers less than an ACA plan and asks about your health; the marketplace price is before any tax credit.

A marketplace plan does not: plans are sold for one state’s service area, so you apply again for a Virginia plan on Virginia’s Insurance Marketplace. Until the new plan starts, the old one still covers emergencies in any state at in-network cost-sharing.
In most cases 60 days from the move date, if you had coverage for at least one day in the 60 days before the move. A plan picked by the last day of a month starts on the 1st of the next.
Possibly. Virginia runs its own marketplace, Virginia’s Insurance Marketplace, and federal rules let a state-run marketplace open the moving window up to 60 days early; a plan picked on or before move day then starts the first of the following month. Confirm it before counting on it.
For a 40-year-old the 2027 benchmark Silver is $549 a month in Virginia and $491 in Maryland (KFF). Below the tax-credit line the credit absorbs that difference for the benchmark plan; above it you pay the full price.

“I run my own business and my time is valuable. Daniel handled everything — compared the private options, explained what I was actually getting, and had me covered fast. Way better experience than trying to navigate it myself.”
