What actually matters for a freelance developer

Screen-based work skews younger and healthier, which is exactly the profile a high-deductible plan is built for. The risk is real — you carry the first several thousand dollars yourself — so the tables below show what a healthy buyer pays across the age curve, not just at 40.

Occupational context: Repetitive stress injury; sedentary cardiovascular risk.

This is background for choosing a plan, not for pricing one. Since 2014 every Florida exchange plan has been guaranteed issue and community rated: same age, same ZIP, same tobacco status means the same filed premium whether you are a freelance developer or an accountant. Occupation changes the shopping criteria, nothing else.

What it costs county by county in Florida

Premium is set by rating area, so a freelance developer in one Florida county can pay materially more than one an hour away. Six counties from across the state, cheapest Silver plan for a 40-year-old:

A 27-year-old freelance developer in Florida starts at $454; the same plan class at 60 starts at $1,177 — roughly 2.6× as much. If a Bronze plan here is HSA-qualified, the deduction plus low claim volume usually beats Silver on total annual cost. Confirm HSA eligibility on the plan document, not the metal tier.

How Florida compares for Freelance Developers

Cheaper for the same coverage: South Dakota ($725), Oklahoma ($731), Kansas ($765). More expensive: Utah ($805), Texas ($807), North Carolina ($828).

Read the comparison as context, not as a shopping list. Your county of residence determines what you can buy, and for a freelance developer that is fixed unless you relocate. Where it is actionable is a move already in progress — that is a qualifying life event, and you have 60 days on either side of it.

Self-employed Freelance Developers in Florida

Expense categories that typically apply to this trade: Hardware, software, cloud hosting, home office. Premiums are generally deductible above the line under IRC §162(l) when no employer plan is available to you or your spouse — a question for your CPA, not your agent.

If your household income is above the subsidy range, ACA is not automatically the answer. There are other categories of coverage that may fit, and they work very differently. That is a conversation, not a web page.

What this figure is. It is the median annual wage BLS reports for Software Developers (SOC 15-1252) in Florida. BLS surveys wage and salary workers and excludes the self-employed, so it is a benchmark for the occupation in this state — not the income of a self-employed freelance developer. Premium tax credit eligibility is set by household modified adjusted gross income and household size, not by occupation, so treat this as a reference point rather than a determination of what you qualify for.

Why the cliff is back. The enhanced premium tax credits expired on 31 December 2025. For plan year 2026 the 400% FPL limit applies again, so household income above $62,600 ends premium tax credit eligibility outright.

2027 in Florida, if you are a freelance developer

One of Florida’s 15 carriers is leaving. Cigna exits the individual market entirely on January 1, 2027, so if you are a freelance developer covered by them the question is not whether you switch but whether you choose the switch yourself.

Nobody can tell you your 2027 Florida premium yet. Filings nationally cluster around a 15% median increase, with the full spread running −1% to 54% — and until this state signs off, a specific local number is invention.

Mark November 1, 2026 to open and December 15 to act. That second date guarantees cover from January 1 in Florida regardless of how the current litigation over the enrollment window resolves.

All 67 counties in Florida sell a PPO, which is unusual and useful. For a freelance developer covering ground, it is the plan type that travels best.

Get ahead of the November rush

You already know you are changing plans — Cigna is leaving. The only real question is whether you pick the replacement or the marketplace picks it for you, and that is a much easier decision made in August than in the second week of December.
